By the year 2014 the EU will expect Bulgaria to build purification centers also for smaller settlements of over 2000 inhabitants. Even more so as wastewaters can be viewed as a strategic raw material as they are a biomass capable of yielding biogas. For the purpose local authorities can receive interest-free loans from the Enterprise for the management of activities on environmental protection. In addition mayors from settlements along the Black Sea Coast have put forth the need for solving the issue on the property of the Water and Sewerage associations. In the near future Bulgarias contribution to the protection of the Black Sea basin will be even more substantial. In this respect the coastline will be rather privileged as compared to other regions of the country, the Minister of the Environment and Waters Cevdet Chakarov recently said. Minister Chakakrov urged local municipalities to use the opportunities provided by the public-private ownership. Such projects will be able to seek financing from the funds for alternative and renewable energy sources. The Environmental ministry supports this stand. The Ministry of the Environment is ready to provide help for the repair of this problem but expects higher activity on the part of municipalities. The money needed for coping with the problems of water-related infrastructure along the sea is about 200 million Euro, which will be predominantly provided by the EU cohesion fund. Those expenses will be fully reimbursed later from the technical aid along the Operative Programme on Environmental Protection. We will not know how to engage in this programme unless the Water and Sewerage become municipality-owned, says Ilian Tsonev, Mayor of Byala and chairman of the association of Black Sea municipalities.
