Then, if no appeals were lodged, the concessionaire will be chosen and over three months a detailed technological operational plan will be developed. Mrs Kinnock and Mr Rasmussen will also give a press conference at around midday on Monday 17 March 2008.  The debate on EPAs may be attended by European Commission Director-General for trade David O'Sullivan (Monday 17 March).  The delegation will be chaired by Helmuth Markov (GUE/NGL, DE), INTA chairman, Daniel Varela Suanzes-Carpegna (EPP-ED, ES), David Martin (PES, UK), Vural Öger (PES, DE), Marusya Ivanova Lyubcheva (PES, BG) and Ryszard Czarnecki (UEN, PL).  The development of the Black Sea region and ports will take centre stage. The formal opening on 17 March 2008 will be followed by a press conference at 12.30h.  The key speakers at the formal opening, which starts on Monday 17 March at 11.00h, are ACP-EU co-Presidents Glenys Kinnock and Wilkie Rasmussen (Cook Islands).
