An overwhelming majority of parliamentarians voted in favour of the measure. Critics say the new document is practically identical to the constitution. The Lisbon treaty has to be ratified by all 27 EU member states for it to come into force as scheduled on January 1, 2009. The Lisbon Treaty, which was adopted by EU leaders last December, is meant to streamline the bloc's decision-making process. The treaty replaces the EU's draft constitution, which was voted down in refererenda in France and the Netherlands in 2005.
